近期，在各省份进行公务员招考的同时，各地2017年度事业单位公开招考也密集开启，部分地市的事业单位招聘考试已经进行。

事业单位的公开招聘考试由来已久，2006年开始实施的《事业单位公开招聘人员暂行规定》就明确，事业单位新进人员除国家政策性安置、按干部人事管理权限由上级任命及涉密岗位等确需使用其他方法选拔任用人员外，都要实行公开招聘。公开招聘由用人单位根据招聘岗位的任职条件及要求，采取考试、考核的方法进行。

根据2014年7月实施的《事业单位人事管理条例》，事业单位公开招聘工作人员需要的程序包括7个步骤：制定公开招聘方案；公布招聘岗位、资格条件等招聘信息；审查应聘人员资格条件；考试、考察；体检；公示拟聘人员名单；订立聘用合同，办理聘用手续。

近年来，各地事业单位招聘考试逐步规范化，2015年，人社部人事考试中心发布了《事业单位公开招聘分类考试公共科目笔试考试大纲(试行)》，这也成了各地事业单位招聘考试的命题参考。

“与公务员考试相比，事业单位招聘考试竞争程度相对较低，事业单位招聘也能给考生更多的选择机会，近年来，各地的事业单位招聘考试逐步正规化，成为一些考生进入体制内工作的另一条渠道。”华图教育公考辅导专家林冬玲介绍。

10省份下月同日举行笔试

4月底至5月初，多省份启动了事业单位招聘考试的报名工作，上海、湖北、安徽、青海、陕西、贵州、宁夏、内蒙古、云南、广西等10省区还确定在6月3日同日进行笔试。

与公务员考试不同，事业单位招聘的考试公告和简章多是各地各单位自行发布。根据华图教育和中公教育的统计数据，上述10省份的此次事业单位招考人数超过4.5万。

与公务员考试相比，事业单位招聘基于不同岗位对人才能力素质的不同要求，笔试内容也更为细分。

“事业单位招聘考试笔试科目大都为《职业能力倾向测验》和《综合应用能力》两科，但是，按照岗位类型进行了细分，考试分为综合管理类(A类)、社会科学专技类(B类)、自然科学专技类(C类)、中小学教师类(D类)和医疗卫生类(E类)五个类别。”中公教育公考辅导专家白丽丽介绍。

如专家所言，例如，在陕西省此次事业单位的招聘中，该省省属事业单位和宝鸡、咸阳、汉中、安康、商洛五市各级事业单位面向社会公开招聘工作人员共计4680名。本次陕西事业单位招聘考试的类别就分为综合管理类(A类)、中小学教师类(D类)、医疗卫生类(E类)三类。

报名条件有啥限制？

哪些人可以报考事业单位的公开招聘？

根据各地各单位发布的招聘公告，除了具有中国国籍，遵守宪法和法律，具有良好的品行，岗位所需条件等基础性要求，各地对报考人员也有其他一些的限制性要求。

例如，在户籍方面，上海的事业单位招聘公告中就规定，外省市社会人员报名，须持有上海市居住证一年以上(在有效期内，不含上海市临时居住证)。

此外，多地规定，一些违法违纪人员不得报考。例如，今年安徽省多地发布的事业单位招聘公告中，不得报考的人员就包括：曾因犯罪受过刑事处罚的人员和曾被开除公职的人员、受到党纪政纪处分期限未满或者正在接受纪律审查的人员、处于刑事处罚期间或者正在接受司法调查尚未做出结论的人员。

在以往的公务员考试和事业单位考试中有作弊案底的也有报考限制。例如，陕西省事业单位公开招聘公告中明确规定，“因在公务员招录、事业单位公开招聘中违规违纪，在禁考期内的”不得报考应聘。
